Windsor home remodeling starts with a geography question most towns never raise: Windsor straddles the line between Larimer and Weld counties. This page covers what that split does and doesn't change for a remodel, the neighborhoods from the historic Main Street blocks to Water Valley and Highland Meadows, and how the 2008 tornado left part of the town with a housing stock younger than its streets suggest.
One Town, Two Counties: What It Changes for a Windsor Remodel
Inside town limits, the Town of Windsor issues residential building permits and performs the inspections, whichever county the house sits in. Applications go through the town's online permit system, and most remodels and additions need one. The county line still matters for property records, taxes and the assessor. It matters for permits only when the property sits outside town limits, which is where the mailing-address trap catches people: a Windsor address on an unincorporated parcel is permitted by Larimer County or Weld County, not the Town.
| Where the house sits | Building permit from | Worth confirming |
|---|---|---|
| Town limits, Larimer County side | Town of Windsor | HOA review in planned communities |
| Town limits, Weld County side | Town of Windsor | HOA review in planned communities |
| Unincorporated, Larimer County | Larimer County | Septic capacity if adding bedrooms |

Remodeling Homes Across Windsor's Neighborhoods
Windsor has a genuine historic core, surrounded by housing built mostly from the 1990s onward in successive master-planned generations.
Main Street and Windsor Lake
Downtown Windsor's commercial buildings date to the late nineteenth and early twentieth centuries, and Windsor Lake sits just north of Main Street. The older houses on the surrounding blocks bring the usual pre-1978 issues: lead paint, undersized electrical service and framing altered over generations.
Water Valley
Water Valley is a large master-planned community built around Pelican Lakes Golf and Country Club, a 27-hole facility, and a chain of lakes. It includes several sub-neighborhoods, among them Pelican Shores, Pelican Hills and Water Valley South, with a range from townhomes and patio homes to custom houses. On lake and golf lots, the back of the house is the front. Covered patios, outdoor kitchens and window walls are common requests, and HOA design review usually applies to all of them.
Highland Meadows and RainDance
Highland Meadows, on the west side toward Fort Collins, is an established golf neighborhood with larger homes. RainDance is a newer master-planned community with trails, parks and golf. Houses in both are structurally sound; remodels tend toward primary suites, kitchens and finished lower levels.
What the 2008 Tornado Means for Windsor Houses Today
On May 22, 2008, an EF3 tornado crossed Windsor. The town's recovery report counted 78 homes destroyed, and hundreds more were damaged. Many were rebuilt or heavily repaired within the following couple of years, which means a house on an older-looking street may have framing, roofing, windows or mechanical systems that date to 2008 or 2009.
Planning Your Windsor Remodel
For aging-in-place work in Water Valley's patio homes, bathroom remodeling in Windsor usually means curbless showers, wider doorways and blocking for grab bars installed before tile. For a house that needs more than one room rethought, see our approach to a whole-home renovation. The regional context lives on our Northern Colorado service area page, and the neighboring towns of Timnath and Johnstown each have their own permit paths.
