Superior home remodeling looks different from one side of town to the other: Rock Creek's 1990s master-planned streets, the rebuilt blocks of Sagamore and Original Town, and the new mixed-use core of Downtown Superior. Superior lies mostly in Boulder County, with a portion in Jefferson County, and this page covers how its contracted building division works, the two layers of rules in Rock Creek, and what remodeling means in neighborhoods still recovering from the Marshall Fire. For county-wide context, see our Boulder County and North Metro overview.

How Building Permits Work in Superior

Superior doesn't staff its own building inspectors. The Town's building division is operated by SAFEbuilt, which reviews residential plans, issues permits and performs inspections on the Town's behalf. Applications go through the CommunityCore portal, and paper submittals aren't accepted. The Town also licenses contractors.

Two details trip people up. The town crosses a county line, but the Town handles permits for every address inside its limits, whichever county the parcel is in. And Superior shares the 80027 ZIP code with Louisville, so an 80027 address doesn't confirm which city reviews the work.

Remodeling in Rock Creek Means Two Sets of Rules

Rock Creek is Superior's defining master-planned community. Development began in 1987, and it holds roughly 2,800 single-family and multifamily homes along with parks, trails and open space. Most of its detached houses date from the 1990s, which puts original kitchens, baths and mechanical systems at or past the end of their first life.

A Rock Creek remodel answers to the Town and to the neighborhood. The Town publishes a Rock Creek Ranch regulation summary for the zoning standards that govern things like setbacks. Separately, the Rock Creek HOA's Architectural Control Committee reviews homeowner improvement requests against its own policies.

If your project is entirely interior, such as a kitchen or primary bath

Then a Town permit through SAFEbuilt is usually the only approval to plan around.

If you're changing windows, doors, roofing or exterior color

Then submit to the Architectural Control Committee before ordering anything.

If you're adding a deck, egress well or addition

Then check the Rock Creek Ranch zoning summary and the committee's policies, in that order.

For many 1990s Rock Creek houses, kitchen remodeling in Superior means rethinking a plan built around a separate formal dining room that now goes unused.

Remodeling Homes Across Superior's Neighborhoods

Original Town Superior

Superior began in 1896 as a coal town along Coal Creek and incorporated in 1904. Original Town was its historic core. The Marshall Fire of December 30, 2021 took most of its older houses, and the neighborhood today is largely new construction around the few historic homes that survived. For owners of those survivors, careful repair and sympathetic updates carry more weight than they did before.

Sagamore

Sagamore, built in the 1990s, was destroyed entirely in the fire and has been rebuilt home by home. Rebuilt houses are new, so the remodeling questions there come later and are smaller: finishing a lower level, refining a kitchen, adding storage the first plan didn't include.

Downtown Superior

Downtown Superior is a newer mixed-use district with attached and multifamily homes. Interior remodels there usually involve association rules on shared walls, sound transmission and work hours, so read the governing documents first.

Exterior Work Near Superior's Open Space

Much of Superior borders grassland and open space, and the fire showed how quickly wind can carry flames through a neighborhood. Any project that touches the outside of the house is a chance to add ignition resistance: a Class A roof assembly, ember-resistant vents, and noncombustible materials close to the walls. Inside Rock Creek, coordinate those choices with the Architectural Control Committee. South along US 36, Broomfield brings a different permit office and different HOAs.

Local Questions

Superior Remodeling Questions

Who issues building permits in Superior, Colorado?

The Town of Superior's building division is operated under contract by SAFEbuilt, which reviews plans, issues permits and performs inspections for the Town. Applications are submitted electronically through the CommunityCore portal, and the Town also licenses contractors. The Town handles permits for addresses inside its limits in both Boulder and Jefferson counties, but confirm your parcel is in town since Superior shares the 80027 ZIP code with Louisville.

Does the Rock Creek HOA need to approve my remodel?

For interior work, usually not. For changes visible from outside, such as windows, doors, roofing, exterior color, decks or additions, the Rock Creek HOA's Architectural Control Committee reviews homeowner improvement requests against its policies. Additions and decks also need to meet the zoning standards the Town summarizes for Rock Creek Ranch. Submit to the committee before ordering materials, and leave room for its review in your plans.

What remodeling makes sense for a home rebuilt after the Marshall Fire?

Rebuilt homes in Sagamore and Original Town are new, so the work is usually smaller and later: finishing a lower level, refining a kitchen, or adding storage and built-ins. Start by requesting the approved permit drawings for the rebuild. They show the foundation system, plumbing rough-ins and energy details, which makes planning a basement or kitchen change more accurate and avoids exploratory demolition.
