Castle Rock home remodeling covers an unusually wide range of houses for one Douglas County town: older homes east of downtown from the town's quarrying years, 1990s and 2000s production homes in The Meadows and Founders Village, and construction still going up in Crystal Valley Ranch and Terrain. This page stays inside the Town of Castle Rock. It covers town permits, the historic core, Castle Rock Water and what each neighborhood tends to need. County-wide topics such as expansive soils and HOA review live on our Douglas County remodeling guide.

Inside Town Limits, Castle Rock's Building Division Reviews the Plans

The Town of Castle Rock runs its own Building Division, and it requires permits for remodels and interior improvements, not just new houses and additions. Applications go through the town's eTRAKiT portal. The submittal is specific: a written narrative describing every piece of proposed construction, installation, alteration and demolition, plus scaled, dimensioned drawings with every room identified.

First, confirm the parcel is in town. Castle Rock is the county seat and its ZIP codes reach well past the town boundary. The Village at Castle Pines, for one, sits in unincorporated Douglas County, and homes there are permitted by the county even though they're often described as Castle Rock homes. Our Castle Pines remodeling page covers that split in detail.

Remodeling Homes Across Castle Rock's Neighborhoods

Castle Rock grew in distinct waves, and the wave a house came from predicts most of its remodel.

Castle Rock neighborhoods and where remodels tend to focus
NeighborhoodSetting and eraWhere remodels usually focus
Craig and GouldThe town's original residential addition, just east of downtown, with homes from the late 1800s and early 1900sLead-safe work, kitchens and baths sized for modern use, sensitive exterior changes
The MeadowsLarge master-planned community west of I-25, built in phases from the late 1990s onBuilder-grade kitchens, primary baths, unfinished basements
Founders VillageMaster-planned community on the east side, largely late 1990s and early 2000sFirst-generation finishes reaching the end of their life, layout changes
Crystal Valley RanchMaster-planned community on the south side, developed from the mid-2000s and still buildingBasement finishing, custom interiors on hillside lots
TerrainNewer master-planned community on the east sidePersonalizing production homes, lower levels

Plum Creek, around its golf course, rounds out the list. In the 1990s and 2000s communities, the most common request is a full kitchen remodeling in Castle Rock scope: original oak or thermofoil cabinets and a closed pantry corner replaced with a plan that uses the floor area the house already has.

Historic Downtown and Craig and Gould Have Their Own Review

Castle Rock was settled on rhyolite, not gold. Stone quarried nearby built much of early downtown, and Craig and Gould still holds rhyolite buildings, including the Maples at 422 Front Street, a local landmark designated by Town Council. In Craig and Gould, the Historic Preservation Board reviews applications tied to preservation and design review, and the Design Review Board has a role downtown. Interior work on an undesignated house may not trigger that review. Anything the street can see deserves a phone call first.

Castle Rock Water and the Fixtures You Choose

Castle Rock runs its own water utility, Castle Rock Water, and its conservation program has offered rebates on ultra-high-efficiency toilets alongside its turf and irrigation programs. Rebate terms change, so we check the current program before fixtures are ordered for a Castle Rock bathroom remodel. Separately, Colorado has required since 2016 that toilets, showerheads and lavatory faucets sold in the state carry the EPA WaterSense label.

If you want a shower with a rain head, handheld and body sprays

Then each outlet can be compliant while the combined flow still outruns the water heater and drain. Size both for the outlets that will run at once.

If you're replacing toilets during the remodel

Then check Castle Rock Water's current rebate list before choosing a model, not after installation.

If the house is in Craig and Gould

Then open an access panel and confirm supply pipe material before planning new fixtures around it.

Local Questions

Castle Rock Remodeling Questions

Who issues building permits for a remodel in Castle Rock?

For homes inside town limits, the Town of Castle Rock Building Division reviews plans and issues permits, including for remodels and interior improvements. Applications are submitted online through the town's eTRAKiT portal with a written scope narrative and scaled drawings. Homes outside town limits that share a Castle Rock mailing address, such as those in The Village at Castle Pines, are permitted by Douglas County instead.

Do I need special approval to remodel a home in the Craig and Gould neighborhood?

It depends on the property and the work. In Craig and Gould, Castle Rock's original residential neighborhood east of downtown, the Historic Preservation Board reviews applications related to historic preservation and design review, and some homes are designated local landmarks. Exterior changes are the most likely to need review. Call the town's planning staff before design is final, and plan for lead-safe practices in any home built before 1978.

Does Castle Rock Water offer rebates for toilets in a bathroom remodel?

Castle Rock Water's conservation program has offered rebates for ultra-high-efficiency toilets, along with turf and irrigation programs. Rebate amounts and qualifying models change, so check the current list before buying fixtures. Separately, Colorado law requires toilets, showerheads and lavatory faucets sold in the state to be WaterSense labeled, so new fixtures already meet a baseline efficiency standard.

How do I know if my Castle Rock address is inside town limits?

A mailing address isn't proof. Castle Rock ZIP codes extend into unincorporated Douglas County, including The Village at Castle Pines. Look up the parcel in Douglas County's property records, or ask the Town of Castle Rock to confirm, before drawings go anywhere. The answer decides which building department reviews the plans, which code amendments apply and which inspectors visit.
